The Benefit of Promotion brought down more by 7th Pay commission

Getting Three Promotion in a span of 30 years of Government service is not an easy task.. To ensure this, 5th Pay Commission introduced ACP scheme to give Financial Upgradation for those who are not getting Promotion in twelve years. Sixth CPC has made some changes in the scheme and ensured three Finacial Upgradations through MACP Scheme.

But the recommendation of sixth pay commission for granting of MACP in Grade Hierarchy lead to many troubles. It recommended to grant 3% increment and Difference of Grade Pay on account of Pay fixation on Promotion/MACP. Since there is very less amount of difference between successive Grade Pays, it seems that Promotional benefit are very less. Further the difference between Grade Pay and Promotional Hierarchy created many anomalies. And demands were laid before 7th pay commission to resolve all these issues regarding MACP and 7th pay commission was expected to recommend for grant of MACP in 8, 16 and 24 Years instead of 10,20 and 30 years respectively. But no change has been recommended by 7th Pay commission in this regard.

The different thought process of 7th Pay commission exposed in its recommendations in respect of MACP .

The illustration given below is the example for that…

Assuming two Govt. servants ‘A’ and ‘B’joined Govt Service on same day and ‘A’ gets Promotion in October 2015 and ‘B’gets Promotion in February 2016, the Pay Fixation to be done for their Promotion. This is one of the simple example in pay fixation between the GP 2400 and 4200. The mount of Rs.3100 is the great difference between two employees getting promotion in a month difference as per 7th pay commission recommendations.

  1. I am working in 9300 plus grad pay of 4200. my next MACP is due on july 2017. In my department the immediate next hierarchy post scale is 15600 with grade pay of 5400. There is no existence of grade pay 4600 in my department. But my seniors who got macp during 6 cpc were placed in 4600 grade pay and who promotion got 5400 grade pay.

    my question is that in July 2017 i will got scale of grade pay 4600 or 5400.

Promotional benefit only who got promotion before 1.1.16…after 7th pay commission getting promotion is a headache….minor pay increase…….so if any body getting promotion after31.12.2015..he will must refuse this…2800 g.p to 4200 g.p. the promotional gain is very marginal,while an employee getting promotion before 1.1/2016 and an employee getting promotion (4200 g.p.)after 31.12.2015..doing same work but they draw different pay..pay difference minimum 4000 rs……

  3. This is a case of 4600 grade pay: Almost 3 stages are bunching together when fixed in new pay structure.
    Eg. As on 31.12.2015 EmployeeA(Promoted to 4600 in 2014)–BasicPay 17040*2.57=43793 ;
    EmployeeB(1yr Junior to A as promoted to 4600 in 2015)–BasicPay 17030*2.57= 43716 ;
    EmployeeC (1yr Junior to A as promoted to 4600 in 2015 and having one less Annual increment due to late joining during entry in 4200GP)–PasicPay 16940*2.57= 43536.
    All are going to be fixed in Level 7, new Basic 44900(This is also the entry pay in level 7).

    What about 5.1.36 & 5.1.37 in Pay commission report?

There is marginal promotional benefit from 2800g.p.to 4200g.p ..in 6 the p.c. if an employee getting promotion from 2800 g.p.to 4200 g.p. he gain 5000rs after getting promotion, but today if an employee getting same promotion he gain more or less 1500rs.who getting promotion in 6 the p.c. his basic increase, because high g.p. mixed with the basic…. It is a frustrating anomalies…. Same work,length of service same, age same getting all promotion same date but getting promotion from 2800g.p to 4200 g.p. with the difference of 1 month, basic pay difference 5000/…this is mathur pay commission…. Strange…… Getting promotion in 7th p.c from 2800 g.p. to 4200 g.p. is a big punishment…..

  5. If you compare within 24 hrs there is difference of 3100rs of between two empollye if on is geting promotion on 31 dec 15 and another is geting promotion on 1 jan 16 in 7th cpc jan 16 is loser unable to understand the formula.
