Clarification on Disbursement of Salary for the month of June 2019

“The Press Information Bureau has published a clarification regarding the news about the salary for the month of June 2019 in the social media platforms. And the Govt has informed to the General Public not to forward the Order since it is confidential in nature and may attract punitive actions under the applicable legal provisions.”

Department of Expenditure, Ministry of Finance clarifies that it’s Order dated 18th June 2019 relating to the disbursal of salary for the month of June 2019 is applicable to only an attached office under the Department namely, the O/o Controller General of Accounts (CGA) and the officials working in the PFMS Project Cell and is temporary in nature to avoid exceeding the Vote on Account limit.

It has been brought to notice that an internal Confidential Office Order pertaining to the Department of Expenditure, Ministry of Finance is being circulated in various social media platforms.

It is clarified and informed that the Department of Expenditure’s Order dated 18th June 2019 relating to the disbursal of salary for the month of June 2019 is applicable to only an attached office under the Department of Expenditure namely, the O/o Controller General of Accounts (CGA) and the officials working in the PFMS Project Cell and is temporary in nature to avoid exceeding the Vote on Account limit.

The General Public is also forewarned and cautioned not to circulate the Order since it is confidential in nature and may attract punitive actions under the applicable legal provisions.

Consequent upon the voluntary retirement of Shri Raju Sharan, ICAS — 1990, Jt. CGA (additional charge) w.e.f. 30.04.2019 (A.N.), Shri Harish Kumar Srivastav, Jt. CGA will look after the charge of IT Division, 0/c CGA as a part of his regular charge with immediate effect till further orders and he will report to CGA directly in respect of IT Division, 0/o CGA.

2. Shri Vijay Kumar Singh, Jt. CGA will be his link officer in r/o IT Division, 0/0 CGA.

3. This issues in partial modification of 0/0 CGA office order issued vide No. A-22019/1/2018-19/MF.CGA/Admn./F.76/837-846 dated 30.08.2018.

Sub:- Centralized online GPF Module – Interest Calculation regarding

After the closing for the Financial year 2018-2019 the interest on GPF is to be calculated before consolidation of March Supplementary I Accounts. PAOs and merged DDOs who are using online GPF Module have to follow steps as per enclosure before calculation of interest on GPF accumulation of the subscribers

In view of the above, all Pr. CCAs/CCAS/Cas (with independent Charge) are requested to direct all such PAOs and merged DDO attached to their PAOs and merged DDOs attached to their PAOs adhere to the instructions attached.

OFFICE MEMORANDUM

Sub: Re-imbursement of Mobile charges to non-entitled officers (Sr.AOs/AOs/AAOs) posted in SPMUs.

The undersigned is directed to convey the approval of Controller General of Accounts vide diary no. 230 dated 23.05.2018 and Secretary(Expenditure), M/o Finance vide diary no. 716366 dated 13.11.2018 for re-imbursement of mobile phone charges to the non-entitled officers (Sr.AOs/AOs/AAOs) posted at various State Project Management Units(SPMUs) of PFMS across the country.

2. Mobile Phone expenses shall be reimbursed up to a maximum of Rs. 500/-plus taxes per person/month which is subject to the actual uses and the production of original receipt.

3. These instructions will be effective from 01.12.2018.

4. All such claims shall be paid from the budget of PFMS under Head “Office Expenses”.

5. The approval of the aforementioned is for one year subject to the condition that the facility must be reviewed after one year based on infrastructure condition of the SPMUs.

OFFICE MEMORANDUM

Subject:- Disbursement of Salary for the month of September, 2017.

Owing to Holidays in the State of West Bengal from 27.09.2017 to 02.10.2017 due to observance of Durga Puja & Dussehra Festival, PAO’s DDOs located in West Bengal are requested to take the necessary action to facilitate the payment of salary of employees on 26.09.2017 being the last working day of the month. It is also reiterated that Central Government Departments may pay their salaries on the last working day of the month in other States also as per the existing procedure laid down in Para 64 of the Central Government Account (Receipt and Payment) Rules, 1983.

All the accredited banks are also requested to follow the above directions and release the salary for the month of September, 2017 on 26th September, 2017 (i.e. the last working day) for the Central Government employees working in offices in West Bengal.
