Subject:- Review of Recruitment Rules – regarding

DOPT guidelines on framing/amendment/relaxation of Recruitment Rules vide para 3.1.5 dated 31 st December, 2010 provide that the Recruitment Rules should be reviewed once in 5 years with a view to effecting such change as are necessary to bring them in conformity with the changed position, including additions to or reductions in the strength of the lower and higher level posts.

Further, consequent upon the implementation of the 6th CPC recommendations, DoPT vide OM dated 24.3.2009 had issued instructions to all the Ministries/Departments to initiate action to amend the existing Service Rules/Recruitment Rules in view of the revised pay structure/merger of pre-revised pay scales/up-gradation etc. These instructions were reiterated vide this Department’s OM. No. AB.14017/61/2008-Estt (RR) dated 25 th March, 2014.

2. It is understood that many Ministries/Departments have still not updated their Recruitment Rules. Periodic revision of RRs is important to ensure that candidates with requisite qualifications are selected.

3. Ministries/Departments are, therefore, requested to undertake revision of Recruitment Rules under their purview and update the Recruitment Rules by 30.9.2016.

  1. DOP&T wants the Ministries to react within 10 weeks?! DOP&T issued an extraordinary Gazette Notification in 21 Dec 1998 directing all the Ministries to raise the upper age limit for general candidates from 25 to 27 and subsequent 3 years increase for OBCs(30 years) and 32 years for SC/STs (5 more years from 27 years).

    If one checks the Central Govt recruitment advertisements in Employment News for Grooup C vacancies, most of the recruitment notifications specify 25 years as the upper age limit for general candidates – which is incorrect.. DOP&T does not allow any amendments in age limits and reservations.

    It is the duty of DOP&T to oversee whether ministries adhere to their instructions on upper age limit and reservations. From 1999, perhaps DOP&T stopped seeing Employment News carrying Govt departments’ recruitment notifications.

    This lapse has deprived thousands of candidates even from applying (regardless of the category).

    Those trade unions who call for the general strike are not even aware that government departments’ mistake in upper age limit causing heavy loss for the eligible candidates all over India.

    Let the lazy sleeping trade union leaders take up this issue with the Pay Commission and DOP&T before they go on strike.
