CSD Canteen facility to retired Defence Civilian employees

Ministry of Defence issued orders for granting CSD Canteen facility to retired defence civilian employees. The order is reproduced and given below

Subject: Grant of CSD Canteen facilities to Retired Defence Civilian Employees.

The issue relating to extension of CSD canteen facilities to retired defence civilian employees has been under consideration of government for a long time.

2. It has been decided to extend the CSD Canteen facilities to the retired defence civilian employees also.

3. This issues with the approval of Hon’ble Raksha Mantri.

    Sub: Grant of CSD Canteen facilities to the retired Defence Civilian Employees.
    While the Service Personnel and Civilian Personnel are entitled for CSD Canteen benefits while in Service, after retirement the benefit is being extend to Service Personnel and the same is denied to the Civilian Employees. This is a clear discrimination. In the past whenever AIDTOA raised this demand it was always told that if such facility is extended to Civilians then there would be demand from the Para Military Forces also. At present, the Ministry of Home have already extended the Canteen facility to its Para Military Forces at par with Ex-Servicemen. Moreover, the Ministry of Defence have extended the CSD Canteen facility for Civilian Employees who are retiring from the CSD. Therefore, there is no justification in denying the benefit to the Defence Civilian Employees.
    It is also a fact that more than 60% of the Defence Civilian Employees settle down in their home town which is far away from the places where the CSD/ Unit Run Canteens are functioning. Therefore, at their old age they will not be travelling long distances for purchasing items from the Canteen. Therefore, the contention of the CSD Managing Board that they cannot extend the facility due to shortage of infrastructure and manpower is not justified.
    It is a known fact that the Railway Employees who are eligible for free pass for travelling all over the country in Train are extended the benefit after retirement also. When Railway Ministry has recognised the services of the Railway Employees even after retirement there is no justification in Defence Ministry denying such recognition to its retired Civilian Employees.
    In view of the above, as already decided in the special meeting held under the Chairmanship of JS(E) on 12/11/2014 the CSD Managing Board may approve the recommendation of the MoD in this regard for extending the CSD Canteen facility to the retired Defence Civilian Employees.

    • Thanks after very long struggle and prolong discussion at JCM we achieved our success likewise we should take the issue for promotional avenue for defence civilian par with other central Govt organisation equal work equal pay policy to be adopted

  3. Steno, Gr-III initial Grade Pay should be Rs.4200/- as D/Man getting initially Rs.4200/- and also Secretariat staff getting more salary than non-Secretariat organisation should be same pay scale

  5. the goal is not complete unless the unfortunate defence civilion family pensioners are also included.At present they are denied of this facility.

  6. How about extending this facility to the Family Pensioners (Civilian) ? Has QMG Branch New Delhi taken any decision in this regard?

  7. The orders are not clear as to the CSD facility includes purchase of AFD-1 items including 4 wheeler by retired civilian employees. Apparently QMG Branch New Delhi,has published an old order that includes the serving civilian employees., The canteen area manager himself has sought clarification in this regard.

    Why cannot retired civilian pensioners get to purchase AFD-1 items including 4 wheeler equivalent to serving civilian employees as well as other employees in defence services .

    This has been communicated to the QMG Branch New Delhi, and other officials but there is no response

    I am a retd gazetted officer from DGQA. I wanted to buy a washing machine from csd and was told we r not entitled for afd.1 items.
    Actually we need such facilities after. reirement when we cannot afford market prices of car TV wm scooter etc
    Can you kindly clarify on this

The matter with regard to extending AFD-1 facilities like TV Fridge Washing two & four wheelers etc to Defence Civilian Pensioners and Family Pensioners at par with Serving Defence Civilian Employees is still pending with CS Directorate QMG Branch Army HQ New Delhi despite clear directives from Ministry of Defence to treat Defence Civilian Pensioners at par with Serving Defence Civilian Employees as far as entitlement of CSD canteen facilities are concerned. Recently, CS Directorate, QMG Branch Army HQ New Delhi adopted a tactic that due to non availability of funds/budget allocation/ provision for payment of 50% subsidise GST to the dealers of AFD1 items, Defence Civilian Pensioners cannot be considered for issue of these items. It is only a cooked up reason for the reason budget allocation of funds for meeting any payment including GST is obtained in a consolidated manner and not separately for Pensioners and Serving Employees. CS Directorate QMG Branch Army HQ is taking advantage of the incapability of Pensioners for not able to go for any direct agitation to press their demand, except submitting appeals.
