OFFICE MEMORANDUM
Subject: Setting up of Search Committees/Search-cum-Selection Committee.
Department of Personnel 86 Training vide O.M. No. AB.14017/11/2004-Estt (RR) dated 30th July, 2007 and amended vide and OM of even number dated 21st October, 2015 have issued Guidelines on Setting up of Search Committees/Search-cum-Selection Committee.
2. Department of Personnel &Training now intends to delegate the power to approve the Search Committee/Search-cum-selection Committee to the respective Ministries/Departments. A Draft OM to this effect is annexed herewith.
3. Ministries/Departments are, therefore, requested to offer their comments on the proposed O.M. positively by 15.3.2016.

Subject: Setting up of Search Committees/Search-cum-Selection Committee.
The guidelines on constitution of Search Committees for posts in Government and Search-cum-Selection Committees for posts in autonomous organizations have been issued vide this Department’s OM of even number dated 30 th July, 2007 and amended vide OM of even number dated 21 st October, 2015.
2. As per the extant guidelines, the Ministries/Departments have to constitute the Search Committee/Search-cum-selection Committee as per the instructions contained in DoPT OM dated 30.7.2007 with the approval of their Minister-in-Charge and thereafter the composition of the Search-cum-Selection Committee needs to be approved by DoPT.
3. It has now been decided to delegate the power to approve the Search Committee/Search-cum-selection Committee to the respective Ministries/Departments. The Search Committee/Search-cum-selection Committee would now be constituted with the approval of Minister-in-Charge of the respective Ministry/Department and there would be no need to refer the same to DoPT for approval. A copy of the Committee so constituted may be forwarded to DoPT.
4. In cases where constitution of Search Committees/SCS6s is required to be approved by the ACC in terms of extant instructions, the Search Committees/Searchcum-Selection-Committee
would continue to be approved by the ACC.
5. While constituting the Search Committees/Search-cum-SelectionCommittee, the extant guidelines dated 30 th July, 2007 and OM dated 21 st October, 2015 would be strictly adhered to. However, any deviation from the above guidelines would require the approval of DoPT/ACC, as the case may be.
