Issue of pay and allowance of Unit Run Canteen employees

The Unit Run Canteen employees are getting paid as per the rules regulating the terms and conditions of the services of the civilian employees of the URCs, issued by Army Headquarters in April 2003. These rules were made as per the directions of Hon’ble Supreme Court of India dated 4th January, 2001, in the case of Union of India and ors. v/s. M.Aslam and ors.

Thereafter the Hon’ble Supreme Court in its order dated 28.4.2009, in the case of R.R. Pillai v/s the Commanding Officer HQ SAC(U) and ors., held that, employees of the URCs are not government servant.

The basic pay of URC employees was enhanced by 50% w.e.f. 1.2.2009, again 15% w.e.f. 1.12.2009 and by another 15% w.e.f. April 2013.

A Committee has been constituted by the Services for resolving the issue of pay and allowance of URC employees. The Committee has submitted its report for consideration of Chiefs of Staff Committee (COSC) through QMG. Government has not received the recommendation of COSC.

The above information was submitted as a written reply to a question in Parliament by the Minister of Defence on 12th Feb 2014.

Hon’ble supreme court directed the mod to pay URC employees minimum pay at par with CSD employees on 3 Jan 2001.the order was not implemented in letter & sprit, when a judgement delivered in 2009 that URC employees are not govt employees in the matter of RR pillay,this has been implemented.if the order of supreme court is bound to implement of 2009 then why not the mod implemented the order of 2001?this is totally victimising of poor employees.TS Chauhan,ex gen Secy aidcceu,gen Secy URC employees welfare association.

We the URC employees are against for impliment of 7th Pay commission reason is clear that if the 7th Pay commission is implimented the cost of Market will go high, all essential commodaties rates will go up and therefore the URC employees would not be able to meet their two times meal. The WAR of their pay inmcrease at par the CSD is still pending since Jan 2001. Hence the govt (MoD) should consider their demand before impliment of 7th Pay commission.

    I would like to comment that if the URC’s are private ventures and their employees are not Govt employees than why the Committee has been constituted by the Govt (MoD) for consideration of Pay issue of URC employees. Why the GOVT is involved in URC matter, how the govt counsels are appeared in the courts in URC matters. When the URC’s are private ventures they should hire private council and there should be no control of govt on these URC’s.

    i am getting monthly saraly of rs 6000 from urc which in sufficient to meet my daily exposes as

    house rent 5725 pm
    electricity 950 to 1525 pm
    waterbill rs 325
    milk rs 1250
    monthly expense rs 3500 to 4500
    gas 750
    school fee 1525 for two kids

    an application submitted by me regrading enchancement of existing salary is placed opposite for perusal please.

    the above here am an urc employer working since 2009 21 jan, and am working for pay scale of start of 3050,i wish to state that i was employed in urc as clk in 21 jan 2009 at payscale 3050. due to passage of time and assignment of other workload factor, the existing salary was increased from 3050 to 4000 pm.

    subsequently it was increased to rs 6000 during 2013 since now the prices are hiking in the market of all the household goods day by day the existing salary is considered quite meagre comparing to full time job

    in view of the above it is recommended that the existing salary of urc be enhanced from 6000 to 12500 or 14500 as per (govt payscle for daily labour rs 450 / 650 per day) and @ 15 / 25 % hike/increment per annual

    for taking into consider the prices hike in the market of all the items and workload factor in maintain put up for perusal and approved please to help urc employee.

  7. In Current pay scale increment is only 3 % of basic pay per year. Approximately 200 only hike per year. Other side inflation is hike per month so, what can we manage our house expenditure.
